Responsibilities The key responsibilities include:

1. Delivering the first set of FCDO’s annual and interim accounts alongside former FCO colleagues, liaising effectively with National Audit Office.

2. Producing the DFID/FCDO’s quarterly balance sheet reporting, ensuring that the underlying processes for production and collection are sound.

3. Oversight of FCDO’s Overseas Superannuation Scheme Accounts.

4. Oversight of DFID’s Whole of Government Accounts for 2019-20.

5. Oversight of the DFID element of FCDO’s VAT reporting, including compliance with VAT regulations across DFID, responding to HMRC on VAT and other tax issues as appropriate.

6. Ensuring that DFID’s financial accounting policies are in place and sufficiently aligned with FCO to agree FCDO accounting policies. Where necessary, communicating new policies to the business, ensuring they are sufficiently robust and adhered to by spending teams.

7. Maintaining standardised control processes within Financial Accounting function, supporting and promoting continuous improvement within these.

8. Line management responsibilities within the Financial Accounting & Policy team

Person Specification

  • Detailed knowledge of, and provide advice/guidelines on, day to day technical accounting issues, as well as unusual, complex issues

  • Ability to interpret the application of government accounting policy within the Department

  • Ability to identify recurrent themes and generate improvements to processes and systems

  • Ability to develop a wide range of active listening, influencing, negotiating and challenge skills

  • Understanding of the international financial reporting standards.

Essential Qualifications: Post holder will be CCAC qualified (i.e. ACCA; CIPFA; ICAEW; ICAI or ICAS, or CIMA, or a European or international equivalent qualification) and must comply with the CPD requirement of the relevant professional body.
The technical competencies for this role are aligned with the Government Finance Academy’s Finance Competence Framework. Qualifications Post holder will be CCAC qualified (i.e. ACCA; CIPFA; ICAEW; ICAI or ICAS, or CIMA, or a European or international equivalent qualification) and must comply with the CPD requirement of the relevant professional body.
