Job Title: Head of Digital, Insight & Evaluation
Location: National (but with regular travel as required by business)
Pay Span: Grade 6
Inner London: £60,295 to £76,000
Outer London: £56,421 to £76,000
National: £52,119 to £72,000

HMCTS is looking to appoint a Head of Channels & Evaluation, a new role within HMCTS Comms, which also has responsibility for digital functional leadership for colleagues across the agency.
We require a digital communications leader, strategist and innovator to spearhead the organisation’s digital and creative output; lead our insight & evaluation team; equip others within HMCTS to develop their digital, insight and evaluation skiIls and; work closely with the Ministry of Justice and operational colleagues to deliver their goals.
This is a specialist Communications role, that is required to demonstrate capability across the four competency areas – Insight, Ideas, Implementation, Impact - identified in the Government Communications Service competency framework.
Digital Engagement & Creative content
Your work will have far reaching and significant impact on the reputation of HMCTS; and will play an instrumental role in the effectiveness of our strategy.
A confident and creative strategist, you will bring to the communications team a wealth of experience in developing and targeting content to secure business outcomes.
You will have a track record in leading digital teams in a fast-paced corporate communications environment and of working alongside strategic communicators and content creators to develop long-term strategies for key audience groups.
It will be your responsibility to shape and implement the digital strategy for key HMCTS policy and operational areas - creating the content and building the capability of the team to make sure we are meeting (and exceeding) this responsibility.
To succeed you will combine your deep and extensive digital communications experience, with strong influencing and persuasion skills. You will build relationships at the highest levels in HMCTS, the Ministry of Justice and Judicial Office (along with senior officials, private offices, GDS) and use your negotiation and influencing skills to make things happen. An ability to build strong relationships across the business will be critical.
You will be the professional lead for digital across HMCTS – and the link into functional teams at GCS and GDS, as well as MoJ. You will have an ability to develop authoritative and measurably effective digital communications strategies on complex issues
Insight & Evaluation
Managing and developing the planning & evaluation team, you will have experience of commissioning quantitative and qualitative research to understand audiences and assess the impact of communications. You will help build an evidence base about what works – developing and commissioning profiles by audience and by channel.
You will ensure high standards of evaluation across all communications activity, setting smart objectives and evidence based-KPIs for communications priorities and tracking progress. You will demonstrate the impact of the team’s work in an engaging way, circulating evaluation highlight reports and sharing best practice.
You will use your digital expertise to champion new approaches to insight and evaluation, and in particular ensuring that our monitoring and evaluation of online news, stakeholder activity, campaign content, and social media is embedded within our teams.
You must be an experienced communications professional, and a strong and visible leader. You will need the confidence and experience to engage with a diverse range of stakeholders
You should be able to demonstrate evidence of:
Proven leadership experience building and nurturing fast-paced and creative teams
An ability to deliver through influence
A passion for, and detailed knowledge of digital communications and industry best practice
Strong analytical skills, with the ability to interpret and learn from qualitative and quantitative research and performance data, with a commitment to continual improvement via a ‘test, learn and iterate’ approach.
Proven experience of leading high profile and effective communications strategies and plans
A track record in a range of content types including online copy, video, audio, infographics for different social media platforms
Experience of working with senior clients and delivering across diverse audience groups
A thorough understanding on the Government’s MCOM model (including OASIS), strong links functional networks, as well as experience of working in an operational customer-facing organisation that must to deliver material at pace.
The ability to work well under pressure and manage multiple priorities and tight deadlines.
Excellent written and oral communications skills reflecting the need to explain a wide range of complex issues to non-specialist audiences in a clear and engaging way.
An ability to operate comfortably at a high-level with Ministers, members of the senior judiciary and others, and to represent the Directorate and HMCTS confidently.
Lead a team of social media experts, digital content producers, insight & evaluation specialists and graphic designers with oversight for output and quality.
Lead the development and implementation of HMCTS digital strategy, including how we strategically leverage the wealth of content in the justice system across different channels, and rebut inaccuracies in social media commentaries/ fake news.
Carry out research into our audiences and build and share an evidence base of what works as well as owning evaluation dashboards for strategic priorities.
Build the team’s reputation as a centre of excellence, including a creative, pacey and delivery-focused culture, driving forward innovative digital content and new approaches to insight and evaluation.
Act as the strategic lead for creative content and digital engagement across HMCTS – providing expert advice and guidance to the communications directorate;
Build capability across the team, sharing extensive knowledge of established and emerging online platforms, as well as online content trends and formats
Deliver an enhanced approach to social media monitoring to identify risks to HMCTS’s reputation and service continuity, working closely with operational, HMCTS and MoJ Comms colleagues to mitigate risks.
Work with the wider Communications Directorate to interrogate audience insight and business objectives and develop plans that encompass social media, influencer strategies, video and animation.
Build strong partnerships and working relationships with key digital leaders across Government and partner organisations
Achieve the best return on investment by managing resources, maximising the use of existing assets and managing relationships with Design 102, other agencies and private sector providers when required.
You will take part in an out-of-hours duty rota.
Deputise for the Director when called upon.
To be successful in this role you should possess the following:
Experience of leading teams in a multi-disciplinary corporate communications team for a large and complex organisation.
Exceptional planning skills, highly organised, with the ability to prioritise and co-ordinate the production of multiple assets across multiple channels at one time.
Strong copywriting, editorial and digital skills.
Experience of analysing data and using insight to make evidence-based recommendations and develop channel strategies.
Experience of leading social media strategy and teams in an operational organisation.
Experience of content management systems.
Experience of designing and commissioning research.
Understanding of the complex processes and relationships at play inside a government department or agency
