Here at East Sussex County Council, we have established a strong reputation for performance management and intelligence across the organisation. Our ambition now is to move this to the next level and as such require a new Head of Performance Research & Intelligence to provide leadership and technical expertise, notably for research and intelligence where we want to make better use of analytical tools and strengthen our base for evidence-led decision-making.

You will establish and lead a new team formed by integrating Public Health and Corporate Performance & Intelligence functions. In addition, you will help build a dedicated Performance, Research & Intelligence (PRI) Community of Practice from all the teams across the organisation with roles in these key functions, with the aim of sharing learning, developing skills, undertaking cross-directorate projects, agreeing common data standards and developing career attractiveness.

Key Responsibilities:

  • To manage the Performance, Research & Intelligence Team, ensuring it achieves its objectives as specified in the Council Plan and the Team’s annual Business Plan and to explore creative approaches to the work programme and priorities.
  • To contribute to the achievement of corporate, departmental and directorate policies and targets through full membership of the Directorate Management Team and the Leadership Group.
  • To work closely with the Head of Policy and the Chief Finance Officer to provide day-to-day management of the Reconciling Policy Performance & Resources process in order to maintain integration of policy development, performance management and resource management.
  • To manage the production of the Council Plan, and the monitoring of the Council’s performance against targets in the Plan, key performance indicators and the performance of other local authorities, providing high quality reports as needed.

  • Strong, visible and positive leadership, relationship-building and team-building skills with a proven ability to forge and manage complex public and private partnerships
  • Strategic thinker, with the ability to identify critical issues and formulate programmes of work that respond to these issues and ensure their effective implementation.
  • Ability to critically evaluate and influence policy development and strategic/operational decision-making through analysis of performance and research
  • Strong understanding of research methods and the ability to generate new and innovative approaches to research and intelligence
