Project Officer

£35,000 - £45,000 per annum

Permanent - 35 hrs pw

The Education and Training Foundation (ETF) helps ensure that the Further Education and Training sector develops world class leaders, teachers and trainers. We work across the whole FE sector and are funded by Government grant, commercial contracts, professional membership (The Society for Education and Training - SET) and accreditation fees and a variety of other business activities.

We are now looking to appoint a Project Officer who will be responsible for supporting the management of contractual performance across ETF’s programme delivery. This involves coordinating project activity, managing small projects or strands of work, tracking and monitoring budgets, building and maintaining relationships with external stakeholders and leading on developing and embedding ways of working within the Performance Management team.

The role will report into the Performance Manager and will be responsible for supporting the management of programmes and providing day-to-day support to the Performance Managers (PM) and National Head of Performance Management. The Performance Management team is responsible for driving performance improvements and managing delivery in line with commissioners’ expectations in terms of programme and project management. The team will also contribute to procurement activity in the selection of partners and will engage with the Quality team to make sure that delivery meets quality expectations.

  • Particular to this post:

1.1 Supporting contract management activity

  • Support the Performance Managers to set and monitor achievable targets for subcontractors to maximise their contribution and ensure that performance targets are achieved.
  • Track and monitor programme activity and key performance indicators across the team supporting the Performance Managers to manage contractual performance.
  • Leading and managing strands of projects or small projects as required.
  • Support the Performance Managers to contract manage large programmes of work including leading elements of this.
  • Track and monitor programme budgets across the team working closely with the Performance Managers to maximise the budget spend, identify any efficiencies and ensure that value for money is achieved.
  • Support the procurement process for projects across the team working closely with the procurement team.
  • Support the preparation and delivery of subcontractor review meetings.
  • Provide administrative support for project management across the team including working closely with contractors on specific issues and coordinating project management activities.
  • Support the development of performance development and delivery management plans
  • Support Performance Managers to monitor project plans and risk registers
  • To manage and update plans, risk registers and action logs on a regular basis.

1.2 Ensuring join up with key teams, contractors and colleagues

  • Work with contractors and colleagues in the Marketing and Communications team to ensure that the communications for specific programmes of work are timely, branded correctly and aligned with other communications activity across ETF.
  • Work with the Performance Managers, the Expert Heads team and the Quality team to ensure that content and delivery is high quality.
  • Staffing the ETF stand at conferences utilising a clear understanding of programmes delivered across ETF.
  • Organising events and meetings with stakeholders and delivery partners, including input into content and writing reports.
  • Liaise with a wide variety of internal and external stakeholders on behalf of the team and attending meetings, events and conferences as appropriate.
  • Provide briefings and other reports to support ETF activity as required.
  • Such other duties commensurate with the role which may be required from your Line Manager and other ETF staff.

The successful candidate will:

  • Educated to level 4/5 or equivalent work experience
  • Extensive experience of supporting project management activities
  • Experience of managing and monitoring budgets across a programme of work
  • Ability to build relationships across the organisation and to work effectively cross teams to maximise resources
  • A high level of accuracy in all work with excellent attention to detail
  • Ability to work within a high performance environment and to deliver key performance indicators
  • Highly motivated and proactive, with the ability to work autonomously with limited support
  • Ability to reach decisions and judgements based upon balanced assessment of the technical, business and human factors involved
  • A logical thinker with strong problem solving skills
